Dear Harris,
We hope shortly to send you a reasoned reply about the application of the Rules under the Superannuation Act 1892. Our view is, as you are aware, that your acceptance of the Rules last year was a pledge of faith given on behalf of the Colonial funds "administered" by you within the meaning of Section 4 of the Act. Your present official attitude would make the new Rules a dead letter for 10 or 15 years at least.

In the meantime I have been looking into the case of Mr. Lethbridge (your letter of 10th June 5431/1912) and have worked out on the annexed sheet the apparent results of applying Rule 9 which, while very favourable to the Imperial Exchequer, are disastrous to Mr. Lethbridge, especially as we understand that he is not likely to live long, so that an immediate cash loss of £325 is very appreciable.
Would you kindly say if you agree with my figures ?
